Board of Chiefs

Over the years The Honor Network has developed some strong relationships with many public safety agencies around the nation. In doing so we formed an advisory board of chiefs. This board provides guidance and oversight on general U.S. Honor Flag movements, security and on flag events. This board also provides The Honor Network's Board of Directors with operational and business guidance on the day to day running of the 501(c)3 charitable operations. The Chairman on the Advisory Board of Chiefs is also an active voting member on The Honor Network's Board of Directors.

Todd Radford
Chief, City of Lakeway Police ~ Lakeway, Texas

Until recently, Robert Parker served as the Director of the Miami-Dade Police Department (MDPD), the largest local police department in the Southeastern United States. As leader of the MDPD, he was responsible for providing public safety services for more than 2.4 million residents and visitors of Miami-Dade County, overseeing the 8th largest police department in the country with an annual budget of over $548 million and more than 4,700 dedicated sworn and non-sworn personnel. The Department is known nationally as a leader in law enforcement and is proud to have achieved accreditation from two agencies, the Commission of Accreditation for Law Enforcement Agencies (CALEA), and the Commission for Florida Law Enforcement Accreditation (CFA), documenting its commitment to the highest level of service.

Todd started his law enforcement career with the Travis County Sheriff's Office in 1987. During his tenure at TCSO he was assigned to patrol, investigations, field training, as a SWAT team member, and training academy instructor. After serving 11 years, Todd went to work for the Texas A&M University System, Texas Engineering Extension Service - Law Enforcement Training Division as an instructor, specializing topics ranging from leadership, to close quarter combat and tactical operations. He was reassigned to the National Emergency Response and Rescue Training Center, at Texas A&M for an initiative under the Department of Justice as an instructor and coordinator for counter terrorism training. He and his team were tasked to research, coordinate and deliver courses focused on conducting risk/vulnerability assessments for cities throughout the United States as it related to aspects of domestic/international terrorism for four years. Todd was then recruited by the Texas Attorney General's Office-Criminal Investigation Division and assumed the duties of divisional Training Coordinator. In February of 2007, Todd joined the Lakeway Police Department as the Patrol Lieutenant. In October of 2009, Todd was selected as the Chief of Police for the City of Lakeway, Texas.

Mark Causey
National U.S. Honor Flag Commander

Captain Causey leads Honor Guard teams around the nation with U.S. Honor Flag events. The tireless logistics are never ending with the Honor Flag. Mark lends his Honor Guard experience to The Honor Network with the very highest standards and demand for attention to detail. Mark is a U.S. Army Veteran and currently holds a leadership position with the Miami-Beach Police Department.

Colleen E. Wilson
Chief, Port of Seattle Police Department ~ Seattle, Washington

A twenty-five year police veteran, Colleen Wilson was appointed chief of police for the 130-person Port of Seattle Police Department in August 2007. She was previously chief of police in Sumner, WA.

In Summer, Wilson directed 20 commissioned officers as well as emergency communications and animal control. The Sumner police also provide services on contract to neighboring cities.

Before moving to the Sumner force in 2002, Wilson was responsible for officer certification on the Washington State Criminal Justice Training Commission. Before that, she was chief of police in Monroe. She began her career as an assistant city clerk in Monroe and rose through the ranks as a police officer, sergeant and lieutenant before being named chief in 1993.

Wilson was the first female chief of police in Washington State. She is currently serving as the president of the Washington Association of Sheriffs and Police Chiefs.
